Job Description:

Electrical/Marine Engineer COMMERCIAL VESSEL DESIGN ELECTRICAL PLAN REVIEW Candidate will give professional engineering and technical support services to support the U.S. Coast Guard (USCG) Marine Safety Center (MSC) vessel design electrical plan review program. The MSC requires technical support to review vessel design plan review activities (PRA) submitted to the MSC for approval. BACKGROUND The MSC is charged with supporting Officers in Charge, Marine Inspection (OCMI’s) by ensuring commercial vessels are designed and built in compliance with governing regulations and standards. This function is conducted through vessel plan review typically before ships are built or modified. The timeliness and quality of MSC’s review of each plan review activity affects vessel delivery schedules and construction costs and thus has a large impact on vessel owners, vessel operators, ship designers, and builders in addition to supporting the OCMI’s field inspectors. The MSC utilizes an in-house database to manage vessel plan workflow and to archive related program documentation. The Marine Safety Center Office Tracking (MASCOT) System is a server database used to track the allocation of time for MSC personnel. For this Task Order, the approximate percentages of different PRA, include: 65% AC and DC one line electrical diagrams, load analysis, and hazardous area and cargo gauging; and 35% Miscellaneous other electrical systems including fire detection, steering, communication, propulsion control or equivalent. The Contractor shall review at least 40 commercial vessel electrical plan review activities (PRA) per month for compliance with the applicable references listed in PWS Section 3.0. The Contractor shall recommend a finding consistent with MSC’s business procedure BP-7 “Plan Review Procedures,” such as Approved, Examined, or Returned for Revision, for each plan; and provide the MSC representative draft recommendations and sufficient supporting justification in signature-ready correspondence addressed to the submitter using USCG provided letter templates. The candidate will have a Bachelor of Science degree, or higher, in the field of Electrical Engineering with at least five years experience in review and evaluation of commercial vessel design plans or shipyard working experience for compliance The PRA will be limited to the following types of vessels, and may include international requirements: a. Commercial Passenger Vessels (46 CFR Subchapters H, K, and T) b. Tank Barges (46 CFR Subchapters D and O) c. Offshore Supply Vessels (46 CFR Subchapter L) d. Industrial Vessels (46 CFR Subchapter I) The types of electrical reviews that the Contractors shall be performing are as follows (note, this is not an all-inclusive list, and other types of electrical reviews for maritime assets may be required in the performance of these requirements): 4.1.4.1 Electrical Load Analysis 4.1.4.2 Electrical One Line Diagrams 4.1.4.3 Electrical Switchboard 4.1.4.4 Emergency Generator and Switchboard 4.1.4.5 Fire and Gas Detection 4.1.4.6 Hazardous Areas 4.1.4.7 Electrical Control Systems 4.1.4.8 Propulsion Control 4.1.4.9 Steering Control 4.1.4.10 Lighting 4.1.4.11 Cargo Gauging 4.1.4.12 Other Miscellaneous Electrical Reviews Qualified Personnel. Each individual employee under the contract shall be a citizen of the United States of America, or an alien who has been lawfully admitted for permanent residence as evidenced by and Alien Registration Receipt Card Form I-151.
