Job Description:

PSC II – Family Liaison Program Context: On April 21, 2015, San Diego county Board of Supervisors approved implementation of “Laura’s Law” (also known as Assisted Outpatient Treatment – AOT), a measure that allows courts to order certain mentally ill and violent people into compulsory outpatient psychiatric care. Telecare’s extensive experience as a provider of Assertive Community Treatment (ACT) services, our excellent long-standing working relationships with County stakeholders, and our specific recent experience implementing programs related to Laura’s Law all contribute to our enthusiastic interest in this project. Program Scope: The purpose of this project is to implement ACT Team services to a caseload of 114 people (200 per year), who have been diagnosed with serious mental illness and have been referred by the In-Home Outreach Team (IHOT). Each individual referred is a potential AOT candidate who voluntarily accepts this service, a person with AOT court settlement status, or a person with court-ordered AOT status resulting from a contested hearing. Program Opening: Program is scheduled to open to new members / patients at the end of March 2016. Ideally staff will start work on or around 3/15/16.POSITION OBJECTIVE The Family Liaison develops and offers support services and advocacy to members and their families. He or she acts as a role model and provides both direct and indirect support services, education, training, and guidance. The Family Liaison assists families in navigating the system of care and in understanding mental health laws and regulations. The incumbent will act as a liaison between staff and the family, ensuring that both perspectives are understood. QUALIFICATIONS Must be a self-identified family member of a person with a mental illness. Please specify on resume or cover letter Must have knowledge of the process of mental illness, community resources and services. One (1) year of experience working with the severely and persistently mentally ill and an ability to perform at a consistently high level is preferred. High school graduation or a G.E.D. equivalent is required as well as basic computer skills. Necessary skills include knowledge of psychology or sociology, knowledge of mental illness behaviors and treatment and the ability to interact with other members of the team, clients, family members and community services. Preferred: Bilingual in Spanish, Vietnamese, Tagalog, or Arabic. $.50/hr increase for qualifying skills (must verify through testing). Applicant must be fingerprinted and receive clearance from the Department of Justice and The Office of Inspector General prior to the first day of employment. Must complete CPR and First Aid training and obtain certification with four (4) weeks of hire.
